SARS Corporate Finance Manager Revenue / Financial Accounting Job Description
Job Purpose
To formulate and position a value chain, operating model, and framework in a broadly defined organisational strategy and related functional strategy, by providing accurate and complete tax and duty revenue accounting, reconciliation and reporting information to facilitate the integration of numbers in the Public Accounts by the National Treasury, to position and enable horizontal alignment, implementation, and adoption.
Education and Experience
Minimum Qualification & Experience Required
Relevant Honours / Postgraduate Diploma (NQF 8) / CA qualification, AND 12-15 years’ experience Public Accounting domain with experience in the application of GRAP (accrual accounting) as well as the required experience (10 Years) in the application of the Modified Cash standard.
Alternatively
Relevant Bachelor’s Degree / Advanced Diploma (NQF 7) AND 15-18 years related experience.
Note: The alternative qualifications and experience refer to the internal minimum requirements (internal staff of SARS).

Process
Maintenance and management of statutory accounting records (sec 32 and 55 of the PFMA) of SARS Administered Revenue with regard to financial accounting and daily, monthly and annual reporting on all revenue collected and refunded to stakeholders as well as the net revenue collections transferred (sweepings) to the National Revenue Fund on a daily basis
Managing the compilation of the monthly reconciliation between the Tax and Loan Accounts and revenue accounts to ensure that all revenue collected is transferred on a daily basis to the National Revenue Fund. This revenue is utilised by National Treasury to finance their daily expenditures. Review and sign-off of the relevant monthly report to National Treasury
Conduct awareness campaign, training and knowledge sharing activities to mitigate risk proactively or recurring findings.
Ensure compliance to applicable legislation and all standard operating procedures, policies and acts applicable to business unit.
Ensure that organisational compliance reports are submitted timeously and accurately, according to legislative requirements.
Proactively identifying risk areas and introduce controls to reduce the risk of revenue losses and update or implement the relevant procedures to ensure good governance
Monitoring the implementation of new policies, procedures, and/or systems with regard to Administered Accounts and ensure compliance at all times
Ensuring the uniformity and conformity of all financial/ accounting working methods, policies, procedures, and systems
Guidance and support of the financial affairs to the SARS business units in accordance with the policies and procedures set by the PFMA and Treasury Regulations
Support to business in facilitating the audit process conducted by the AGSA ensuring that issues are minimised/eliminated
Become pro-active as opposed to re-active towards AGSA findings, KPIS, etc.
Refocus and enhance the ethos of Own/Administered Revenue in SARS
Develop and maintain key external relationships (Auditor-General, National Treasury, S A Reserve Bank, the commercial Banks)

To facilitate and co-ordinate the administration of the relevant policies and accounting standards, e.g. Modified Cash Standard (administering the cash basis of accounting), Accounting Policies which are the in-house rules and procedures in respect of SARS within the accounting domain. These procedures are supplementary to the current General Recognised Accounting Practice (GRAP) (iro Accrual Accounting) and Accounting Standards as well as the PFMA and the applicable Treasury Regulations.
Ensure that the financial accounting of all transactions is performed and reconciled and conforms to the above-mentioned procedures and controls to ensure the completeness, accuracy and timeously reporting of financial information
Ensure timeous monthly disclosure of complete and accurate financial information to facilitate stakeholder reporting per pre-set deadlines
Liaison with the Tax and Loan Agreement participating banks in the Republic of South Africa together with the S A Reserve Bank and National Treasury on cash flow and monthly statutory reports via the monthly Press Release meetings scheduled by National Treasury. Job holder also liaises with the banks on an on going basis in order to refine the efficiency of the processes which are currently in place between the Own/Revenue Accounting section, the different banks which are responsible for the administration of the depositing of monies on a daily basis via the different collectors of revenue, e.g. tax offices, customs offices, e-filing, etc. This is necessary to ensure for example that all monies collected are banked timeously, monies banked are credited timeously to SARS bank accounts, that reversals are followed up, unidentifiable debits are not passed onto SARS bank accounts by banks, that payments and related debits from taxpayers are timeously updated to their core tax system records, etc
Renders advisory and liaison service to all business units as well as other areas in head office, e.g. Governance on policies, procedures, the interpretation and execution thereof
Ongoing liaison with Internal Audit and the Auditor-General on Administered Revenue related issues
The preparation and finalisation of the monthly statutory and annual financial statements (as prescribed by section 32 and 55 of the PFMA)
Assistance with special/ad hoc assignments
Deputising for the CFO and assisting in the absence of fellow executieves/senior managers when required
Processing of adjustments per the current Modified Cash Standard which encompasses the cash basis of accounting. Responsible for the maintenance of the general ledger & chart of accounts iro Administered Accounts on SAP/R3 and nSAP
Follow up and timeous clearing of bank recon items, follow up and timeous clearing of Clarification accounts items, assist branch offices in the follow up and clearing of bank recon items iro payments received via branch offices
Inter-action with all business units to maintain and update data in respect of report/reconciliation requirements for inclusion in the financial reporting and to ensure completeness and accuracy of data in the accounting records
